Freeholder Grant Programs

The following three grant programs are available to Freeholders (homeowners) to assist with sewer-related issues and rehabilitation costs. These programs are intended to help reduce the financial burden associated with necessary sewer improvements and repairs.

Eligible improvements may include the installation of backflow preventers, E/One sewer pumps, and sewer lateral replacement or rehabilitation. These programs are designed for homeowners who are experiencing sewer issues that have been determined not to be related to the MCD sewer mains connected to the property.

To qualify for assistance, homeowners must:

  • Be in good standing with the MCD; and
  • Verify that no applicable insurance coverage is available through programs such as homeowner’s insurance, Indiana American Water, or other providers.

Review the programs below and download the application packet for the program that best matches your situation. Each packet includes the eligibility requirements, program details, and the required application form. If you believe you qualify, print and complete the application, then submit it to the MCD office in person or by mail with any required supporting documents.

The Merrillville Conservancy District (MCD) is helping residents reduce the risk of sanitary sewer backups by offering financial assistance for the installation of sewage backflow preventer valves.

  • Sump pump connections
  • Yard drains
  • Window well drains
  • Deteriorated private sewer laterals

To help reduce these risks, MCD is offering reimbursement assistance to qualifying homeowners for the installation of a sewage backflow preventer valve.

Eligible homeowners may receive:

  • Up to 50% reimbursement
  • Maximum reimbursement of $3,000
  • Assistance for:
    • Valve installation
    • Restoration associated with installation
